Because, from what I read of Hook’s comments, he was not being offensive.
He is speaking reality ;
It is a fact of life that there are bad men out there who will attack a woman that displays herself in a certain way in certain settings & particular times.
So, women have a responsibility to herself & girls & women in her care that they dress & behave appropriately in those certain settings.
And, best that they not be in those settings.
At least not during times of the day / night.
And, if unavoidable, well make haste.

And, not to be sexist ;
It is a fact of life that there are bad women out there too who indulge their whatever evil fantasies on men &/or women &/or children also.
