Dublin’s Commercial Market Praying for a Granite-Brexit

Dublin property investors had better hope that Brexit happens soon.

 

They should also hope that it’s not just a ‘hard’ Brexit, but a granite Brexit — a Brexit that’s as hard as possible. They should be betting on the buffoonery of Boris Johnson, down on both knees praying for a massive barney between Davis and Barnier. A granite Brexit might prompt the migration of hundreds of corporate refugees from isolated London to the freewheeling safe haven of Dublin. If Brexit doesn’t drive a massive uptake in demand for prime property, we are in for a massive wobble in our inflated commercial property market.

 

Before we remind ourselves how this property story goes, let’s have a look at the facts: the glossy brochures are back, stockbrokers are packaging all sorts of property-related products to “investors”, the price of ad space in the property porn sections of the press is surging and of course the skyline is full of cranes and Armagh flags.

 

CBRE – a property-flogging outfit – tells us there are currently 31 office schemes under construction in Dublin, which is more than 380,000sqm in the pipeline. They tell us that more than 30% of this stock is already let. It also gushes that 44% of the office stock due for completion before the end of this year has already been pre-let. Meanwhile, agents tell us that prime office rents in the Dublin market stand at approximately €673 sqm.

 

It looks like things couldn’t be healthier.

 

Office take-up in Dublin surged 101,000sqm in the past three months, bringing total take-up in the first half of this year to more than 150,000 sqm. That’s a lot of space. 81 individual large office lettings were signed in Dublin since March (45 to Irish companies; 18 to US firms and 11 to the Brits). This is more than double the figure for the period from January to March.

 

The market is tight, hence all the building. The vacancy rate in the city centre is only 4.5% and yields for investors are stable at 4.6%. This is only because rents have been surging to keep up with the soaring prices.

 

Before we get carried away, remember rents are a cost and Ireland is competing with other European countries, so let’s compare our prices, not with some of Europe’s poorest countries, but why not with its richest, Germany? This will give a bit of perspective.

 

Comparing our prices with similar rents in Germany, we see that Dublin is already massively more expensive. Prime rents in Frankfurt are €474 sqm per annum. Remember Dublin is charging €673 sqm. The difference — €199 per annum — means that Dublin is 42% more expensive than Germany’s most expensive city. Once you start comparing other German cities, the extent of Ireland’s commercial property rip-off becomes more evident. Take Munich, capital city of Germany’s richest province Bavaria. Prime rents in Munich are €420 sqm per annum. In Hamburg, Germany’s sophisticated northern powerhouse, prime rents are €312 sqm per annum, while in Dusseldorf, the cross-road of Europe, prime real estate will set you back €318 sqm per annum – less than half of what it costs you in Dublin.

 

In all German markets, vacancy rates are higher so that means there’s much more choice.

 

When the price of something as basic as office space is profoundly more expensive in a country that has a much lower economic footprint, much smaller population and less rich capital base, you should worry.

 

The rebound in the Dublin commercial property market has been significant; just look at the chart below.

But now we have a problem: what is driving prices?

 

We know that the foreigners bought up huge amounts of Irish commercial property from NAMA, who themselves had bought it from bust Irish banks and developers. So the foreigners got in early. Now they are flogging their portfolios as they’ve had their fun and have no long-term ambition to be Irish landlords.

 

So who are they selling to?

 

This is where Paddy comes back into the picture having been out of the loop since 2008/9.

 

Paddy has not been in the market for ages, but now is clambering to get in. Irish pension funds are now buying expensive property from the newly minted foreign investors. Now here is a double dilemma for Ireland. If Irish pension funds have bought expensively, they have a vested interest in keeping rents high because if rents were to fall, their yield would fall and the value of the pensions under management would fall too.

 

So Irish pension funds are going to keep rents up, keeping Dublin’s rents between 40% and 50% more expensive than similar rents in Germany.

 

Do you see what is happening here? Irish retirees who are out of the workforce will have their pensions maintained by exorbitantly high rents in Dublin. Now who pays the price for this? Well we could content ourselves that it’s the businesses that will have to pay this rent. But that’s not how the world works.

 

Businesses allocate expenses and the two largest expenses are wages and rents. So if rents are higher than anywhere else, wages have to be lower in order to make the investment decision to come to Ireland worthwhile.

 

So who pays the price of exorbitant rents? Irish workers in the fancy offices do via lower wages than would otherwise be the case!

 

And what’s the social impact of this?

 

Well, it can be seen in the crisis in housing for young people and the huge increases in commuting we are seeing as these youngish workers have to live miles away from their work to afford housing — not just because the houses are so expensive, but because their wages are lower than they would otherwise be, at the same time as rents are driven up!

 

Meanwhile the foreign investors have got out with their profit and the Irish are left thinking they can get rich by selling Ireland to each other.

 

Wait, haven’t we seen this before? Maybe Brexit will ensure a happy ending this time?

    Well, that’s 50% of my small pension fund secured for a while at least! The other 50% is in Gold just in case the proverbial hits the fan.

    Doesn’t this situation beg the question, why doesn’t the Ireland beyond The Pale unite commercially and get a piece of the action? They have the voting power to do this, it’s just a matter of having the balls to get it done.

    English is spoken just as well outside The Pale and housing prices are a snap!

        There are, except for Co Wicklow, where the average house price is now more than in Dublin City Centre!
        But in Dublin house price vary a lot, from some places in Dublin 8 where the most you can get for it is 200,000; to places where 600,000 would still not get you “on the property ladder”.
        Another thing though is how much these houses are advertised for and for how much they are r e a l l y selling.
        Not far from where I live (15km maybe), there is a guy who is asking 165,000 for a shed and a bit of grass (well: quite large greenfield, but it’s just a green field; besides – it’s on the rocky surface, so not suitable for agriculture really). Incidentally, I once came across him and asked him (trying not to come across like I am jeering at him) why does he think a leaking shed on the grass is worth 165,000.
        “Because of its huge development potential”, he said. “Development into what?!”, I asked.
        “It has a historical value”, says he.
        “You mean like a heritage shed?!”, says I.
        He blinked, smacked his lips, and said: “Look – it is central location”.
        “Central location?!” – says I – “Sure the shed is located between a mountain in Ireland and a mountain in Wales!”.

        So this place with a “huge development potential” has been advertised for the last 2 years, and I doubt someone else apart from me asked about a shed for 165,000 that’s too small even for shagging (bar one position).

        To further answer your question, generally, the west and the middle part of Ireland are the cheapest (like half of the Pale prices: average price in Co Kildare is 253.685 euro, while in Roscommon – Donegal is no longer the cheapest: Leitrim is, followed by counties Longford, Roscommon and Sligo – the average price is 123,884: but I’ve found a village in Co Roscommon with an average house price of a little over 50,000!).

      If the REA data in the chart are more recent (or more accurate, or both) than DAFT data I gave, then this would lead us to a very noteworthy conclusion: that the house prices in the province are t u m b l i n g (i.e. DAFT gave the average price of a house in Leitrim as €123,884, while REA gives €93,000).
      The difference might also be explained by a different methodology – maybe DAFT gives the price advertised, and REA gives the price for which the houses sold?

    It will be a hard granite Brexit because Brussels wants no deal but rather a punishment strategy that discourages others from leaving.

    Ireland faced with WTO tariff rates on our trade with the UK and a hard border will have no choice but to Eirexit.

      There is no way the UK will, or even can, reverse course. They have triggered article 50 and so are out. Its just a matter of working out the timelines and the conditions. If they wanted back in, say after a new referendum, the EU might very well say “OK, but, no rebate and you must take the euro within x years”. I think, ultimately, that is what will happen but only after the UK has felt much more of the downside effects of leaving which will take longer than 2019.

    I cannot believe that the Irish would be that stupid i.e. to start buying back office developments from vulture funds (ensuring their profits) on the basis that these will be good investments when future demand arises as companies leave Britain looking for a new home because of Brexit.

    This is happening in parallel with other Irish developers building offices for the same reasons.

    “Field of dreams” stuff. “If you build it they will come”.

    If I was moving out of the financial district of London because of Brexit I would be heading for Frankfurt end of story. This is the heart of EU financial decision making going forward not Dublin which is only the centre of Leprechaun Economics.

      If the vulture funds and others want a return on the bottom feeding gambles then let them pay to bring the commercial space to the market in a rentable condition.

      They are the one’s on the hook at the moment and want out so don’t let them convince you to take over on the basis of future gains. Time enough for irish institutional investors to re-enter the market in a few years time when there is more certainty. I am sure that is what the pension shareholders would expect to happen with their “hard earned” few bob.

      Socialist 1970s Poland trained various organisations, for example, the Palestine Liberation Organization (some of them studied in Poland); bear in mind that IRA was getting their Semtex from Czechoslovakia – not to mention that Polish engineers pretty much built Libya’s infrastructure and were partly responsible for its technological jump forward.
      Out of all “rotten West”, there were two western countries that the communists were fond of: France and Sweden (Abba toured in 1970s Poland and was on Polish TV: though that alone does not say much, as the Rolling Stones gave a concert in Warsaw in… 1960s!).

    What ever way it is presented it costs more. Cost of living increases are higher than government stats. An hours worth of labour can be exchanged for only 45% of the amount of goods it obtained in 1970.

    In other word, your standard of living is less than half what it was in one lifetime of work. That is it has dropped by a mere 1.53% per annum.
    Another big lie told us is that 2% inflation is good. The real news is that the cost of living doubles every 36 years at that rate. Again over a working lifetime the cost of living is up 2.5 times.

    Meanwhile wages are stagnant or falling due to globalization.

    Thank the policies emanating from the central bankers for that, as they skim the interest charged for lending the money, as they grow in power and wealth at your expense.

    • Of course if the real inflation rate is 5% then the cost of living doubles every 14.4 years. That is, it doubles 3 times over your working life. 100=200=400=800. Prices are 8 times higher at 5%. Now we know that many prices are up 10-15 times over this timeframe. That puts the real inflation rate at 6-7%.

I’m lying on my bed in the Hotel an der Oper in Dusseldorf, it’s high 20s weather, church bells ringing, Saturday night just starting, 7 Irish pubs within 100 metres (seriously!) but…no Irish people! Just exhausted German arbeiters desperately searching for the legendary ‘craic’ which was totally full on last Saturday night when I arrived to find the place rammed with AVFC Villans so I sulked with some Forutuna fans who sympathised with my BCFC predicament…anyroads….

      This city is an endlessly elegant example of Europa’s best qualities but….you are making a big error in assuming Dusseldorf and Frankfurt have that much in common, a bit like assuming Dublin and Cork can be reduced to some essentialist cultural code when anyone who’s been to both knows they’re chalk and cheese. The Rhine-Ruhr matrix is bafflingly complex but I think the Dusseldorf version of that cultural algorithm is a winner whilst I’d rather eat post-Brexit American chlorinated Trump-chicken than live in Frankfurt-Bankster-on-Rhine. If this city plays it’s cards right it will win the prizes. It has a totally legendary and contemporary techno music scene which might not mean much to yer archetypal ‘serious corporate businessman/woman’ but will be a deal clincher in getting their 15 year old son/daughter to opt for here rather than Dublin. What’s Dublin got musically? Nothing…*popcorn*….

      This is the 7th city of Germany economically. What’s the equivalent in the UK? Newcastle? Ireland? Portlaoise?…no sane person could doubt that Dusseldorf is a cultural jewel.     We Irish are like stones David, unadaptable, watching our young leave our rocky shores, stony faced…since 1847. Why are we so slow to learn?

    When you talk of commercial property in Ireland, you only mention Dublin. When you talk of commercial property in Germany you talk of Frankfurt, Munich, Hamburg, Dusseldorf. And therein lies the problem. We are not thinking Ireland, we are only thinking Dublin. We are underutilising our assets – our young who we export on the hoof and our land which is mostly empty.

    We need to spread the wealth throughout the country, lower our costs, increase our wages and make Ireland a place everyone can thrive in, especially our young.

    We need to introduce incentives to build up our other cities to counteract the tombstone effect of the Famine outside the Pale. It’s already too late for those places to benefit from Brexit! The only show in town is Dublin. Dublin is petrified by ossified policies, ossified planners, ossified infrastructure and ossified oldies.

    We need some dynamite to build something new and great. Doing what we’ve always done is to continue to stone ourselves. Cast a cold eye.

    The outgoing Chief Justice has reached the end of a remarkable career

    Susan Denham made her final appearance on the Supreme Court bench on Friday.

    When, in December 1992, Susan Denham became the first woman to be appointed to the Supreme Court, it was a culture shock for her and for the institution she joined. The court had had a traumatic year. Just two months earlier, one of its members, Niall McCarthy, and his wife had been killed in a car crash in Spain.

    The previous February, in the X case on abortion, the judges had found themselves in the unfamiliar glare of the international media spotlight when deciding perhaps the most controversial case ever to come before an Irish court. They found it so difficult that they never spoke about it again as a group.

    Into this world came Denham – a liberal, Protestant woman, 20 years younger than her new colleagues. Initially she was surprised by how isolated the judges were; the case load was relatively light, yet it was six months before she would have a cup of tea in a colleague’s chambers.

    Later she would institute a weekly lunch, but back then the only regular gathering was the case conference, where in winter Chief Justice Tom Finlay would chair the discussion over a turf fire. She felt it was like stepping back in time.

    On Friday morning, 25 years later, Denham made her final appearance on the Supreme Court bench. The conclusion of her remarkable career is also the end of an era for the court she has led as chief justice since 2011.

    Only two judges – James Murnaghan (1925-53) and Brian Walsh (1961-90) – have been on it for longer. In her time there have been three presidents of Ireland and six taoisigh. More than half the people who have been on the Supreme Court since its establishment in 1924 have sat alongside her at some point.
    Breaking new ground

    In the Four Courts in the early 1970s, Denham belonged to a small group of women who broke new ground just as the women’s movement was raising its voice outside. In the macho world of the law library, she would often be the only woman in a courtroom.

    When she and Mary Laffoy – another future Supreme Court judge – took silk on the same day in 1987, they discarded the old male frock coats that senior counsel wore and had new two-piece suits designed for themselves.

    Even though she would later say that at the Bar her religious tradition made her feel more of an outsider than her gender, she also recalled, in her final remarks from the bench on Friday, that she never met hostility or prejudice.

    On her first day in the Supreme Court conference room in 1992, “I felt . . . that I was on the shoulders of the pioneering women of previous generations.” She thought of women such as Gwyneth Bebb, whose application to become a solicitor was rejected in 1913 on the grounds that she was not “a person” under the relevant Act.

    The eldest child of the former editor of The Irish Times, Douglas Gageby, Denham comes from a family with a tradition of both non-conformism and public service. Her mother was Dorothy Mary Lester, daughter of Seán Lester, a diplomat who became the first and only Irish Secretary General of the League of Nations.

    ‘No token Sheila’: Tributes paid to retiring Chief Justice

    Appointed to the Supreme Court by a Fianna Fáil-Labour coalition in 1992, Denham quickly put down a marker by giving the sole dissenting judgment in an abortion case, AG (Spuc) v Open Door Counselling, when the court rejected an application from a Dublin clinic to overturn a previous order that prevented it from assisting pregnant women to travel abroad for abortions or giving information on overseas clinics.

    She also dissented in TD v Minister for Education in 2001, where a majority on the court held that Judge Peter Kelly had been wrong to direct the State to act on a pledge to build and open a number of secure units for vulnerable children.
    Recognisable style

    Her early judgments signalled what would become a recognisable style – clear, unadorned, principled – that would mark both her writing and, in time, her leadership. Within the court, she was seen as a conciliator, a consensus-builder, a diplomat.

    Privately, the court split badly over the Sheedy Affair in 1999, a controversy that eventually forced then Supreme Court judge Hugh O’Flaherty to step down. When two other court members had earlier threatened to resign over the issue, it was Denham who shuttled between them, trying to cool things down.

    She was also annoyed by the mess the Supreme Court got itself into in 2006, when it had to perform what many lawyers saw as a last-minute legal somersault so as to prevent more than a dozen sex offenders walking out of prison because of its decision to strike down a long-standing sexual offences law.

    A year earlier, Denham had suggested a solution that would have averted the crisis, but the group hadn’t taken it up.

    (In an interesting coda to that episode, the Supreme Court in her final months as its chief this year broke new ground by introducing the concept of “suspended declarations of unconstitutionality”, which will make it easier for judges to press the nuclear button and declare a law unconstitutional without setting off unintended consequences.)
    Living constitution

    In time Denham appeared to tack towards the centre of the court. Or perhaps the centre came closer to her. She believed in a living constitution, one that adapted to changes in society.

    Her critics argued that as chief justice since 2011 she should have been more forceful in putting her own stamp on the court’s output. But in her eyes she was the head of a collective.

    And in her time as chief that collective took some landmark decisions – on the European Union, referendums, criminal law, surrogacy, assisted suicide and, recently, direct provision. It wasn’t an activist court on the scale of the 1960s, but it was innovative and willing to think anew about old problems.

    For the late Adrian Hardiman, the court was too quick to side with the State over defendants in criminal cases, an area in which he often found himself in the minority. But even he acknowledged that the court was also willing to take decisions governments didn’t like. For example, Denham and her colleagues were scathing of the executive for failing to enact laws on assisted human reproduction.

    In her valedictory remarks on Friday, Denham recalled that when she started out as a barrister 40 years ago, court buildings were damp and musty, with mushrooms growing on the walls. Sometimes court business was done in “borrowed dance halls and bars”.

    One of her greatest legacies is a courts structure and system that has changed more in the past 20 years than at any other time since the 1920s.

    She was instrumental in the setting up of the Courts Service and the building of the Criminal Courts of Justice in Dublin. The establishment of the Court of Appeal in 2014 had its roots in a report she wrote a decade earlier and lobbied governments to implement.
    Heart of conflict

    That role as intermediary between the judiciary and government was to push Denham into the heart of the conflict over pay and pensions between 2009 and 2013. They were fraught years. On occasion the judiciary divided on its approach, with disputes between the Four Courts and Merrion Street regularly spilling into the public domain.

    Some judges believed Denham allowed herself to get too close to government, and felt she didn’t share enough information with them. She felt she had a duty to avoid public confrontation, and believed more could be achieved through persuasion than conflict. That was in keeping with her style. But she had ways of exercising her authority.

    When John Murray and Adrian Hardiman, who sat beside her in court for a few years, started to speak over one another in their eagerness to berate some hapless barrister, she would gently raise and straighten her hands in a way that only the men who sat beside her could see. It was classic Denham: low-key, unshowy and effective.

    “She rarely showed irritation and almost never anger,” her colleague Donal O’Donnell recalled in a tribute on behalf of the court on Friday.

    “Only very dedicated Denham watchers would have noticed that on some days the hair band was pushed much further back on the head, the hand rustled impatiently in her envelope of pens and paperclips, and the Gaiety School of Acting could have taken courses in the amount of emotion that could be contained in the act of putting down a pen.”

    In his tribute, O’Donnell remarked that Denham’s career had been “characterised by loyalty to the country, to the administration of justice, and perhaps most of all to the institution that is the Supreme Court”. He also spoke of her “quiet and insistent patriotism”. But O’Donnell also noted Denham’s aversion to fuss, her insistence on being clear and direct.

    Fittingly, that was how she bowed out. “In conclusion,” she said, “I have enjoyed the honour and privilege of being a judge of this State.” She had been a judge for 26 years, she said, but the time had flown. “So, for the final time, following in the steps of Yeats, I will arise and go now.”

      For example; Count the amount of hours you spend posting your drivel and gibberish on this blog. Imagine if your talents were put to a productive use in research for example for the same amount of hours you would be in clover with the money you would earn.

      Your greatest problem is your appalling arrogance in that you can’t receive direction especially when it’s for your own good demonstrating that appalling arrogance. This derives from a underlying sense that your opinion is way important than anyone else’s and in fact from your perspective is the only one that counts.

      One point alone would bring a normal person to their senses but not you;

      Your utter inability to prioritise that which is important in your case food, shelter, your kids instead spending endless hours on this blog and even more importantly the conclusion that people who have real responsibilities would come to about this aspect of your behaviour. This would lead a normal person to conclude that you would be the very last person in the solar system any one would ever consider delegating real authority to.

      People like you with exactly the same utterly deluded view of themselves and the world are in control of the banks and parliament all over this world unfortunately.

      By the way the stinking mass of rotting flesh on your kitchen floor was one of your malnourished kids inter alia.
