A good idea with regard to support mechanisms but to be honest, entrepreneurs will find a way to do it, with or without the support of the Dept. of Social Wefare. And as for state ownership of your business, you may forget that for a start. People who start businesses, they don&#039;t need the state of take them by the hand and breastfeed them, they simply get it done.</description>

		<description>I like the spirit behind the idea but have some suggestions to think about.

1) Why bother with the business plan/approval process? 
2) Why give extra money
3) There might be a few mentors who have become unemployed plus a few others who could give services for free or investors looking for opportunities.
4) By not paying people extra it regulates itself in that people wont consiously set something up for more welfare ... they will do it to try to create something


I assume the goal is to let motivated people who are unemployed try to start something... Give them a desk and let them at it... and help to put people in touch with others who are in the same boat and potential investors... Let them take the risk and figure out how to let them take the reward if they succeed

But keep costs down .....

There is the issue that a startup like this can compete with existing/tax paying businesses but Im sure that can be sorted out....the same issue will also be there if nothing is done as enterprising people on the dole will reignite the black economy
